Qualifying Question

From what I understand, generally qualifying order goes by how fast the speed is, right? I know that sometimes there are exceptions, like owners points, ect. But I was looking at today’s qualifying and there was something that is still beyond my knowledge of NASCAR:

37 45 Kyle Petty 189.354
38 18 J.J. Yeley 188.114
39 88 Ricky Rudd 187.983
40 96 Tony Raines+ 187.911
41 7 Robby Gordon+ 187.298
42 70 Johnny Sauter+ 186.651
43 00 David Reutimann* 189.321

What is the reason David Reutimann is in last place and not 38th? Thank you!
